SIOUX CITY | Republican Nick Noyes, of Sioux City, is challenging incumbent Democratic Rep. Chris Hall for the District 13 House seat in November.
Hall, also of Sioux City, is seeking a third term.
Noyes filed papers with the Iowa Secretary of State's Office on Thursday.
Noyes, 22, said he is taking time off from his studies at Western Iowa Tech Community College to work full time on his campaign and will return to school after the November election.
Calling himself a fiscal conservative, Noyes said Iowa is in a good position coming out of the nationwide recession but that western Iowa, facing competition "across the river" in Nebraska and South Dakota, needs to be able to attract more heavy industry, corporate entities and businesses that will sustain a family.
He said he supports a bare-bones, managerial-style of government.
Noyes is a member of the Sioux City Effective Fiscal and Public Policy Committee and a volunteer for Republican U.S. Senate candidate Sam Clovis' campaign. Clovis, a Morningside College professor from Hinton, is seeking retiring Sen. Tom Harkin's seat.
