SIOUX CITY | Matt Mead was selected in a random draw Tuesday to join the Oto, Iowa, City Council.

Mead and Elizabeth Swearingen tied with 12 votes in a Jan. 22 special election for the seat. Swearingen had been on the ballot and Mead was a write-in candidate.

In Iowa, when candidates get the same number of votes, a random draw is used to select the winner.

Mead joins new Councilwoman Jennifer Weber and Mayor Rayevich, who won in the Jan. 22 race.

The three seats became available when two council members moved out of town and Mayor Lyle Rayevich died following open-heart surgery.

The next City Council meeting is planned on Feb. 4.
