Tuesday's vote was the outcome of a series of events concerning the future of the East Monona school at Moorhead. Last fall the school district had a declining enrollment and a sharp decline in state funding.
At a public meeting in January, the East Monona school board decided on a whole-grade sharing arrangement for grades 6-8 with the Boyer Valley school district, in addition to grades 9-12, which had been shared with Boyer Valley for the past six years.
A dissolution commission was formed after that meeting, headed by co-chairmen Anita Moorhead and Cheryl Nickolisen.
At about the same time, a reorganization committee began meeting to fulfull the requirements for a possible reorganization of the East Monona school district with the Boyer Valley school district.
Members of the dissolution commission surveyed the residents of the East Monona, asking them which other school district they would like the East Monona students to attend. Then a proposal was sent to each of the other school districts for their approval.
The petition drawn up by the dissolution commission was accepted by the East Monona school board at its meeting in July. A boundary map drawn up by the dissolution commission was approved by the school board at its August meeting. At this meeting also, the date was set for Tuesday's vote.
Since many parents had open-enrolled their students in grades K-5 out of the East Monona school district, and it looked as though there would not be enough students left to be able to keep the school at Moorhead open for this fall, the decision was made by the school board to share the remaining students with the Boyer Valley school district as well.
The East Monona school board also voted to allow open busing, so that the school buses from the school districts selected by the open-enrolled students could transport them to the schools they had chosen to attend.
Meanwhile, the reorganization commmittee also fulfilled its requirements for approval of its petition by Area Education Associations 12 and 13. The public vote on the reorganization of East Monona with the Boyer Valley school district was held Sept. 9 in both the East Monona and the Boyer Valley school districts.
Voters in the Boyer Valley school district approved the reorganization by a vote of 385-30. However, the voters in the East Monona school district voted down the reorganization by a vote count of 313-178.
