Strong growth in tax collections contributed to the surplus. When the fiscal year ended June 30, the Legislative Services Agency reported fiscal 2019 tax collections were about $99 million above the growth estimate and about $521 million more than in 2018.

Reynolds said the state is in a stronger position since it has posted a $289 million surplus in the 2019 fiscal year. But there still are multiyear financial triggers that must be met to fully implement elements of the state income tax cut that began to take effect last Jan. 1.
