Feller, a West High School student, was pronounced dead at the scene.
A number of students gathered Monday at a makeshift memorial to mourn his death. Family and friends left candles, flowers, stuffed animals and other items at a memorial around the pole that replaced the one Feller struck. One message read, "Rodney, we love you. God got a beautiful angel."
Sgt. Todd Sassman said Feller had an instructional driver's permit, which is valid if a parent or adult age 24 or older with a driver's license is with the permit holder. It is unknown where the teenagers were driving to or from, Sassman said.
Police said speed was believed to be the major cause for the severity of the crash.
Feller was not believed to be under the influence of any drugs or alcohol at the time of the crash, police said.
