Union County, home to the affluent Dakota Dunes community, continued to post the region's highest figures -- $107,497 in 2018, up from $103,772 the prior year. In Woodbury County, per capita personal income rose roughly $2,000.
The developers originally projected a completion date in July 2020. Now, it's possible the new Warrior Hotel will open before that month, an official said, assuming there are no hiccups along the way.
"We're going to hit the six month's goal in 103 days," a casino official said. Hard Rock currently only accepts sports bets placed by patrons inside the casino; online betting is likely by early December.
"We are doing what she is already thinking that we are not," Councilwoman Rhonda Capron said of her challenger. "Bottom line is, we're on it."
City officials say they expect to more than recoup that investment by eventually reselling the 12-story structure to a developer that would increase the taxable value of the property. "We think we can play the role of facilitating a development plan," an official said.
STF acknowledged it works with a recruitment firm in Micronesia. The company said it launched an investigation immediately after the allegations became known, and has been working with its Micronesian staff, the Sioux City Human Rights Commission and a union to address any issues.

The Sioux Center plant is the second in Northwest Iowa to temporarily shut down due to decreased demand for ethanol in the aftermath of the Trump administration actions. Plymouth Energy, a producer-owned plant in Merrill, idled production last month.
