SOUTH SIOUX CITY -- Homes with views of the Missouri River, natural landscaping, green spaces and a walkable community are all part of Ho-Chunk Inc.’s grand vision for a planned community in South Sioux City.
Ho-Chunk, the economic development group for the Winnebago Tribe of Nebraska, broke ground on the $75 Flatwater Crossing in June 2016. The development will bring 1,000 news homes to the northeast Nebraska city.
Dennis Johnson, Ho-Chunk chief investment officer, expects work on the project to start this spring.
“We’re just waiting for the winter to be done and we’ll restart the construction,” Johnson said. “We’ll restart construction probably in the next 60-90 days.”
Ho-Chunk is billing Flatwater Crossing as a “walkable urban neighborhood.”
Flatwater Crossing, situated along an undeveloped stretch adjacent to the Missouri River, will offer residents a community that features trails, greenways, public plazas, natural landscapes, wildlife and river views over a 200-acre space.

The land, currently populated mostly by sand beaches and trees, extends about a mile along the river. Centered across from the Floyd Monument on the Iowa side, the proposed site is bound roughly by the railroad bridge to the north and the interstate highway bridge to the south.
The community development also will have a mix of apartments, townhomes, cottages, village homes, standard homes and estate homes, as well as an area for shopping and restaurants.
The development will include 600 apartments and 400 single-family homes. Other features will include a 67,000-square-foot village center, a bird sanctuary and a large public green space adjacent to the river.
The project will be done in phases and sub-phases over a 15 year period and utilize tax increment financing (TIF). Additionally, Ho-Chunk will repay the city of South Sioux City $1.2 million to redevelop Veteran’s Drive, the primary road that will be connected to Flatwater Crossing.
“Flatwater Crossing is designed to create a sense of community with a variety of housing, retail, entertainment and greenspace options to attract a range of residents, from millennials, young professionals and families to empty-nesters and retirees. We are confident Flatwater Crossing will bring energy and excitement to South Sioux City,” Ho-Chunk CEO Lance Morgan said last summer.
Since being announced, the project has generated buzz. Last April, the Nebraska Chapter of the American Planning Association bestowed its 2015 Urban Design award to Flatwater Crossing.
