Todd Sapp, one of the developers of the Whispering Creek subdivision, is beginning work on a new, mixed-use property development aimed at first-time homebuyers.
His prototype is Stapleton, the nation's largest urban development located fives miles east of downtown Denver and touted on its Web site as "an urban tapestry of homes, shops, offices and parks in a walkable community of classic city architecture."
"It's our goal for Whispering Creek to have a land plan that showcases a lot of diversity," he explained. "I'd like to make the area unique and exciting for Sioux City."
The proposed development includes up to 160 single-family and 31 multi-family lots. Whispering View is located to the south of Whispering Creek Drive and encompasses 140 acres.
"It has some of the highest elevations in Siouxland," Sapp said of the newly developing area in the far east reaches of Morningside, east of the new U.S. Highway 75. "It has views as good as any place in this area."

One of the strengths of this development is the 14,000-plus ash trees, Sapp pointed out. "We intend to leave those in their natural state and develop around them."
He speculated that the combination of the attractiveness of the subdivision and the reasonable price would intrigue first time home buyers who would have a shot at "one of the best" building lots in the area.
"The geography of Whispering Creek is among the best anywhere; it's something we should be proud of," Sapp said. "The target for this development is homes in the range of $150,000 to $230,000; you don't need a king's ransom to own a home out here."
Castles Gate is an additional feature of Whispering Creek. The project features its own lake at the entrance. The area will include two to four office sites, 17 triplex condominium townhouses, multi-family dwellings and other potential projects. Sapp said there is a possibility that a few single-family homes could become part of the mix later on.
There are four floor plans to choose from, ranging from 1,400 to 1,850 square feet, not counting the basement level. The price of the townhouses starts at $169,950, Sapp said. Those purchased early enough in the construction process can be customized.
"Not including the Castles Gate Townhouse Development," Sapp said, "115 lots have been developed throughout the Whispering Creek Development, with 29 still for sale, starting at $29,950. So, 86 have been sold or committed for. That's not bad for a development that's been around for only a couple of years."
